Hargeisa (SLpost)- Somaliland’s Finance Ministry has launched a two-day workshop to finalize Public Investment Management Guidelines aimed at improving planning, accountability, and implementation of government-funded development projects.
The Director General of Somaliland’s Ministry of Finance and Economic Development, Mohamed Hassan Suleiman, on Wednesday inaugurated the two-day technical workshop aimed at finalizing new Public Investment Management (PIM) Guidelines that will govern how government-funded development projects are planned, assessed, approved, and implemented.
The workshop brings together senior government officials, public finance specialists, and development planning experts to review and refine the framework before its formal adoption. The initiative forms part of the government’s broader public financial management reform agenda, which seeks to strengthen transparency, accountability, and efficiency in the use of public resources.
According to the Ministry of Finance and Economic Development, the guidelines are designed to establish a standardized process for identifying, appraising, prioritizing, and managing development projects financed through the national budget. The framework is expected to ensure that public investments are aligned with Somaliland’s national development priorities while delivering measurable economic and social benefits.
Officials said the guidelines will introduce stricter requirements for project preparation, including technical feasibility studies, economic and financial analysis, risk assessments, implementation plans, and monitoring and evaluation mechanisms before projects qualify for government funding.

The reform is also intended to prevent the inclusion of poorly prepared or low-priority projects in the annual national budget. Under the proposed framework, only projects that meet established planning and quality standards—and are consistent with the government’s strategic development objectives—will be eligible for budget financing.
Financial experts note that robust Public Investment Management systems are internationally recognized as a cornerstone of sound fiscal governance. By strengthening project selection and execution, governments can improve the efficiency of public spending, reduce delays and cost overruns, and maximize the long-term impact of infrastructure and social investments.
The workshop is expected to conclude with a finalized version of the guidelines, which will subsequently undergo the government’s approval process before being rolled out across ministries and public institutions.
The initiative complements Somaliland’s ongoing Public Financial Management (PFM) reforms, which focus on improving budget credibility, enhancing fiscal discipline, increasing transparency, and ensuring that public expenditure contributes directly to the country’s long-term development agenda.
