Hargeisa, 18 June, 2026 – (SLpost) – The Republic of Somaliland has achieved a significant milestone in its efforts to strengthen its financial sector and expand international engagement following the signing of a Memorandum of Understanding (MoU) between Taiwan’s Central Deposit Insurance Corporation (CDIC) and the Bank of Somaliland.
The agreement marks a new chapter in the growing partnership between Taiwan and Somaliland, focusing on financial sector development, banking stability, institutional capacity building, and the exchange of technical expertise.
A key outcome of the cooperation between the two sides has been Somaliland’s admission to the International Association of Deposit Insurers (IADI) as an Associate Member in September 2025. IADI is a globally recognized organization that brings together deposit insurance agencies, central banks, and financial supervisory authorities from around the world to promote financial stability and protect depositors.
The achievement is widely regarded as a landmark step for Somaliland’s financial sector, making it the first international financial organization that Taiwan has helped Somaliland join. The membership provides Somaliland with access to international best practices, professional networks, technical resources, and policy expertise that can support the modernization of its banking and financial regulatory systems.

Financial experts note that participation in IADI will enhance the Bank of Somaliland’s capacity to strengthen banking supervision, improve risk management frameworks, and increase public confidence in the country’s financial institutions. Stronger depositor protection mechanisms are also expected to encourage greater use of formal banking services, supporting economic growth and financial inclusion.
The Significance of the MoU
The Memorandum of Understanding (MoU) signed between Taiwan’s Central Deposit Insurance Corporation (CDIC) and the Bank of Somaliland represents a significant step forward in strengthening Somaliland’s financial sector and expanding its engagement with international financial institutions.
The agreement provides a framework for cooperation in areas such as deposit insurance, banking supervision, financial stability, institutional development, and technical capacity building. Through this partnership, the Bank of Somaliland will gain access to valuable expertise and international best practices that can help modernize the country’s financial regulatory framework.
One of the most important outcomes associated with this cooperation has been Somaliland’s admission to the International Association of Deposit Insurers (IADI) as an Associate Member. This membership gives Somaliland access to a global network of central banks, financial regulators, and deposit insurance authorities, enabling it to participate in international discussions on financial stability and depositor protection.
The MoU is also expected to enhance public confidence in Somaliland’s banking system by supporting efforts to strengthen depositor protection mechanisms and improve financial governance. Increased confidence in the banking sector can encourage more individuals and businesses to utilize formal financial services, contributing to economic growth and financial inclusion.
Beyond its economic implications, the agreement carries strategic significance. It demonstrates growing international confidence in Somaliland’s institutions and highlights the role of Taiwan as a key development partner committed to supporting Somaliland’s efforts to strengthen governance, build institutional capacity, and expand its international engagement.
Taiwan has described its relationship with Somaliland as one built on friendship, leadership, and partnership. Taiwanese officials have also expressed their intention to continue serving as a facilitator and catalyst for broader international engagement with Somaliland, including future trilateral and multilateral cooperation with like-minded partners.
For Somaliland, the agreement represents more than a financial partnership. It reflects growing international recognition of the country’s institutions and demonstrates increasing confidence in Somaliland’s governance, regulatory framework, and economic development trajectory.
As Somaliland continues its efforts to modernize its economy and integrate with international financial networks, the partnership with Taiwan is emerging as an important avenue for attracting expertise, strengthening institutions, and enhancing long-term economic stability.
The latest development underscores the strategic value of Somaliland-Taiwan relations and highlights the potential for deeper cooperation in finance, trade, technology, and institutional development in the years ahead.
