Position: Warehouse Manager
Duration: Short-term Contract
Location: NEC HQ Hargiesa
Thematic responsibility; in Fulfilling its mandate of organizing free and fair elections, the National Electoral Commission (NEC) will need to maintain effective and well organized warehouse operations. The warehouse manager will assist the NEC in meeting these challenges. He/She will provide insight analysis and advice on the management of the NEC warehouse(s). As an employee of National Electoral Commission the warehouse manager will perform his/her duties and responsibility in accordance with directions of the National Electoral Commission.
Major Tasks
- Supervise the NEC warehouse(s) Operations;
- Maintain the warehouse(s) in good working conditions
- Maintain complete and accurate record of all election materials that are received at the warehouse
- Ensure that only authorized materials are taken out of the warehouse(s) and complete record of all out-going materials are maintained and are kept in safe place;
- Ensure that only authorized personnel are allowed inside the warehouse(s)
- Ensure that all election materials, supplies, equipment, etc. are properly organized and stored inside the warehouse(s)
- If and when required prepare periodic reports on the level of preparation and progress made in respect of warehouse operations;
- Perform any other related task as assigned by the supervisor and the NEC.
Qualification/Experience
- Degree or Diploma in Management or equivalent
- At least 2 Years’ experience in warehouse management
- Excellent communication and report writing skills
- Good knowledge of the English language
- Good working knowledge of Microsoft Office

Position: Voter Education Manager
Duration: Short-term Contract
Location: NEC HQ Hargiesa
The National Electoral Commission is undertaking to recruit Manager who will fulfill the following task
Major tasks
- In close consultation with the voter education panel articulate the focus and purpose of the voter education department;
- Develop content of the voter education program
- Prepare the work plan of the voter education department;
- As a member of the voter education panel, lead the process of developing relevant and well defined criteria for the selection of the most qualified local organizations that will implement the voter education program
- In close collaboration with the local implementing organizations, develop framework for the most appropriate methods of delivery of voter education messages to the public;
- Ensure that the voter education activities are carried out in accordance with the agreed upon framework;
- Supervise the work of the voter education program;
- Supervise the preparation, development and production of voter education manuals, handbooks and messages;
- Monitor the impact of the voter education program and prepare periodic progress report;
Qualification & Experience
- University Degree in relevant field
- Relevant Experience in Voter education and Civic Education
- At least 3 years of progressive experience in senior management position
- Excellent communication and report writing skills
- Fluency in English language
- Strong commitment to team work
- Strong knowledge of Microsoft Office
- Artistic Touch will be an advantage

Position: Training Manager
Duration: Short-term Contract
Location: NEC HQ Hargiesa
Thematic responsibility; In fulfilling its mandate of organizing free and fair election, the National Electoral Commission will need to develop and implement credible and effective training programs. The training manager will assist the NEC in meeting these challenges. As an employee of the National Electoral Commission the office will perform his/her duties and responsibilities in accordance with the directions of the National Electoral Commission.
Major Tasks
- Prepare and finalize the Electoral training Manuals with the Support of the international expert
- Translate the Electoral Manual into Somali in an easy reading, comprehensible and clear language
- Ensure with the support of international expert, that all Electoral Procedures are incorporated into the electoral manual and are appropriately built into the NEC training.
- Prepare, plan and implement the training program for all relevant stakeholder with the support of International expert
Qualification & Experience
- University Degree in Relevant field
- Broad Knowledge and experience in Electoral training
- At least 3 years of progressive experience in senior management position
- Excellent communication and report writing skills
- Fluent in Somali and English (written and spoken)
- Ready to work under pressure
- Strong knowledge of Microsoft Office
- Readiness to travel around Somaliland to monitor and assist the selected Electoral Trainers at District and Regional Levels
- Target minded
- Five Years of progressive experience of training and Training Management.
