Hargeisa (SLpost)- Shikun & Binui Group, one of Israel’s largest construction and infrastructure companies, is reportedly exploring opportunities to undertake major projects in Somaliland.

According to a report by Israeli journalist Yehoshua Meiri, the company has sent representatives to Somaliland to evaluate investment opportunities across several sectors, potentially opening a new chapter in economic cooperation following Israel’s recognition of Somaliland’s independence.

The reported interest comes as Somaliland seeks to attract international investors to help address major infrastructure needs and expand its economic development.

Shikun & Binui’s Legal History Raises Questions

While the company’s reported interest could present opportunities for Somaliland, its corporate history includes a major investigation by Israeli law enforcement authorities into suspected bribery involving public officials in several African countries between 2008 and 2016.

A report published by The Times of Israel in February 2018 detailed allegations that Shikun & Binui and some of its executives were suspected of making improper payments linked to securing major construction and infrastructure contracts.

In March 2019, Israeli police and the Israel Securities Authority announced that they had gathered sufficient evidence to support the prosecution of the company and certain executives in connection with the investigation.

The case continued for several years before a legal resolution was reached in 2024. SBI Infrastructure, a subsidiary of Shikun & Binui Group, admitted to violations of Israeli securities law, according to reports on the proceedings.

The settlement included a fine of 10 million Israeli shekels and the confiscation of assets valued at approximately 250 million shekels, bringing the total financial penalty to 260 million shekels, equivalent to approximately US$85 million

These proceedings form part of the company’s record that Somaliland authorities and prospective partners may wish to examine when assessing any future investment proposals.

Somaliland’s Growing Appeal to Israeli Investors

Interest in Somaliland from Israeli businessesis reportedly increasing following Israel’s recognition of Somaliland. The country offers potential investment opportunities in sectors where infrastructure development remains a significant priority.

Road construction, port development, transportation networks, urban expansion and essential infrastructure services are among the areas where international investment could support economic growth.

For foreign companies, these sectors may offer opportunities to participate in long-term development projects. For Somaliland, attracting investment could help mobilise capital, create employment and strengthen infrastructure that supports trade and commercial activity.

However, the potential benefits will depend on the terms of individual projects, their financial viability and the capacity of local institutions to oversee their implementation.

Transparency and Accountability in Future Contracts

If Shikun & Binui proceeds with plans to invest in Somaliland, the transparency of any resulting agreements and procurement processes will be critical.

Major infrastructure projects typically involve substantial public resources, long-term contractual commitments and complex financial arrangements. Ensuring that such projects are awarded through fair competition, transparent procedures and effective oversight would help protect the public interest.

A thorough assessment of prospective investors should consider their technical capabilities, financial standing, corporate governance, business history and compliance with applicable laws.

The legal proceedings involving Shikun & Binui do not, in themselves, establish that any future project in Somaliland would involve wrongdoing. Nevertheless, the company’s record underscores the importance of appropriate due diligence before entering into major commercial agreements.

Somaliland’s ability to establish clear procurement standards, enforce contractual obligations and hold investors accountable will be important in ensuring that foreign investment delivers lasting benefits.

Balancing Investment with the Public Interest

Foreign investment could provide Somaliland with valuable opportunities to accelerate infrastructure development, expand employment and strengthen its economic base. At the same time, attracting international companies should not come at the expense of transparency, accountability or the protection of public resources.

As Somaliland explores new economic partnerships, the central challenge will be to convert investor interest into projects that deliver measurable public benefits.

Whether Shikun & Binui ultimately proceeds with investments in Somaliland remains to be established. Any future involvement should be assessed on its commercial merits, legal compliance and potential contribution to the territory’s long-term development.
